Why this exists
Review is usually sampled because a person only has so many hours
An agency running a few hundred calls a week can only review a fraction of them. That is not a failing of the program, it is arithmetic, and the people doing the reviewing usually have two or three other jobs as well.
What has changed is that reading every record against an agency’s own protocols is now something software can do well. What it cannot do, and what we have deliberately left alone, is judge what a departure means and what should happen next. That takes someone who knows the crews and the service.
